The Nigeria Police Force (NPF) spent at least N239.7 million on consumables such as cream crackers, Milo, sardines, Geisha canned fish, corn flakes, milk and canned beef — all supplied by a single company, Akulight Technologies Ltd — between August 2023 and December 2024.
An analysis of payment records obtained from public spending monitor Govspend shows that the police made dozens of transactions with Akulight described as “dry rations” and “logistics consumables” across various states and operations.
Although many of these payments were justified as welfare support for “personnel deployed to carry out security operations”, the pattern and volume of these edible purchases raise questions about transparency.
For example, according to the police’s payment record of November 13, 2024, it paid N18,000 for one piece of Beloxxi Cream Crackers and N867,000 for one carton.

FIJ found inconsistencies suggesting that the police inflated payments made to Akulight Technologies. For instance, on September 17, 2024, the police paid N8.1 million for 80 cartons of Titus Sardines. This means it paid N101,345 for a carton.
However, two months earlier, on July 10, 2024, the police had paid N8.6 million for 10 cartons of Titus Sardines. This means it paid N860,000 per carton in July and N101,345 two months later — a contradiction.
Altogether, the police paid N50.7 million for over 139 cartons of canned sardines, all designated for personnel on special operations.
Given that the market price of a carton of Titus Sardines is between N87,000 and N96,000, the police overpaid each time it made such purchases.
For Geisha canned mackerel, the police paid N26 million for 93 cartons between 2023 and 2024. Again, there are inconsistencies with the police’s payments for Geisha. For example, on December 26, 2023, the police paid N8.6 million for 10 cartons of Geisha and another N8.6 million for 12 cartons. Then on November 11, 2024, the police paid N8.6 million for 71 cartons of Geisha and Milo.
During this period, the police paid over N42 million for 264 cartons of Milo sachets. A carton costs between N40,000 and N42,000. But per the police’s records, they spent over three times the actual amount.
FIJ found that the police paid N42.7 million during the period for 85 cartons of Hobnobs biscuits. For context, a carton of Hobnobs biscuits costs at most N8,000. This means the police paid N502,721 for a carton of Hobnobs biscuits.
What appears odd in the payment is that the police paid N8.6 million for 10 cartons of Hobnobs biscuits on July 17, 2024, while the same police force also paid N8.6 million in December 2023 for 30 cartons of Hobnobs biscuits. In any case, the police were inconsistent with their numbers.
Hobnobs was not the only biscuit purchased by the police. On April 5, 2024, the police paid N8.7 million for 30 cartons of Owen’s Rich Biscuits, which sells for less than N8,000 according to retail prices.
The police also paid N16.8 million for 100 cartons of Cream Crackers — 90 cartons on September 17, 2024, and 10 cartons on November 13, 2024. Interestingly, the police paid N8.6 million for each payment, despite the vast differences in the numbers of cartons of items purchased.
According to retail prices, a carton of Beloxxi Cream Crackers costs between N3,900 and N4,200. But assuming the police meant to write McVitie’s Cream Crackers, which sells for a maximum of N33,000 per carton, the police would have still saved over N13.5 million.
The police also paid Akulight Technologies Ltd N23.7 million for 41 cartons of Corn Flakes, although a carton of corn flakes costs about N22,000. Had the police paid N25,000 per carton, it would have saved over N22.6 million. Instead, the police paid N578,321 per carton of corn flakes.
Akulight Technologies Ltd also received N33.1 million for canned beef, N8.2 million for an unspecified number of powdered Peak Milk, and N8.6 million for an unspecified quantity of baked beans.
